I have toggled these on and off trying to get it to work. Group message, and send as SMS are all on. I have unlimited text and picture messaging with my carrier. I had contacted my carrier (Rogers) and they reset my profile. It mainly seems to be pictures or group texts. Any group message that also have an android phone involved I do not get either, even sent from another iphones. I also switched Canadian carriers (from Koodoo to Rogers) But plain sms only shows the carrier report for "delivered" when on the same carrier and both phones are non-imessage-enabled.I recently switched from an Iphone 7 to an 8. The "delivered" works cross-carrier when both numbers are using RCS. Now, it only seems to work between non imessage-enabled phones when they're both on the same carrier, such as Verizon.

That used to work best/only when both phones were on the same carrier, but something about ios changed, at least on Verizon (visible uses Verizon), and that's no longer the case. So even after you get things sorted out, don't expect that to show "delivered". The lack of "delivered" being shown on an android phone is normal these days when it's texting an iPhone which has imessage enabled. Swapping sims between ios/android will complicate things unless you're remembering to disable rcs/imessage on each before you remove it. The idea there is that if the iPhone's number used RCS in the past, then when another RCS number texts them, it goes through RCS.but it ends up stuck in limbo and never actually makes its way to the iphone. Remove the iPhone's number from there, just to be sure.
