Update - I should have mentioned that when you hover over the open with explorer option there is an exclamation point saying "This control is currently disabled." Screenshot attached. I'm a global admin and also a site collection administrator. It could be that i've setup something wrong and permissions aren't set correct.
I'm not sure if I'm supposed to be able to do this with a file and not exactly sure what a library is. The instructions also mention going to a sharepoint site, selecting a document and under the library ribbon select "Open with Explorer." When I try to map the network drive I get the error "The folder name you entered does not appear to be valied." I'm mapping I've followed the instructions from Microsoft support page.
